Introduction
Punjab Ex-servicemen Corporation (PESCO) was set up by the Government of Punjab vide State Act No. 33 of 1978 for the economic uplift,  welfare and resettlement of the ex-servicemen of the State with an authorized share capital of Rs. Five crores. However, the paid up share capital is Rs. 2.05 crores. The entire share capital is contributed by the State Government. The Corporation has been providing two-fold assistance to the ex-servicemen via; providing institutional finance to the ex-servicemen to enable them to set up self employment ventures and providing them direct employment in the activities such as PESCO Security organization, Stitching Centre and Auto Workshop etc., being run by the Corporation.

Objectives
The aims and objects of the Corporation as laid down in Section 15 of the Act are: -
  1. Subject to the provisions of the Act, the function of the Corporation shall be to provide for the welfare and economic uplift of ex-servicemen in the State.
  2. Without prejudice to the generality of the forgoing provision, the Corporation may take such steps as it may think necessary:-
    • to plan, promote and undertake on its own or in collaboration with or through such Ex-servicemen organization or other Agencies as may be approved by the Corporation, programs of agricultural development, marketing, processing, supply of storage of agricultural produce, small scale industry, building construction, transport and such other business, trade or activity as may be approved in this behalf by the Government.
    • to provide financial assistance to ex-servicemen or their organization by advancing to them in cash or in kind loans including loans under hire purchase system for any of the purpose specified in clause above either direct or through such agency, organization or institution as may be approved by it.
    • to give on hire agricultural machinery or equipment to ex-servicemen or organization;
    • to discharge such other functions as may be prescribed or are supplemented, incidental or consequent to any or the functions conferred on it under this Act;
    • to give grants and subsidies and to guarantee loans taken by  ex-servicemen or their organizations.
    • in discharging its functions the Corporation shall have due regards to public interest, its solvency and welfare of ex-servicemen.

Major Schemes/Projects

Security Units

This project commenced in August 1991 for a lone Security unit deployed at Ranjit Sagar Dam with the following objectives:-

a) to provide employment avenues for ex-servicemen and thereby helping them to resettle their dependents as most ex-servicemen leave service as comparatively young age.
b) to relieve the police and para-military forces by deploying ex-servicemen on static guard duties/security duties at Dams, Thermal Plants and other Public and Private Sector Establishments.
PESCO Security unit has been continuously taking rapid strides and currently we are providing security contingents to more than 81 establishments of Government, Public sector and Private Organizations. PESCO has also provided Security to most of the BSNL Exchanges and Buildings in the State of Punjab.
Over 5700 ex-service personnel presently have been given employment is Security units of PESCO. However, taking into account total turnover, approximately 15000 ex-servicemen have been given employment and the figure is ever increasing.

PESCO Stitching Centre

PESCO Stitching Centre was established to provide employment to ex-servicemen and their dependents. Individuals were first given training in stitching clothes and then were asked to stitch uniforms for defence forces based on the orders received from Director General Ordnance Services (DGOS). This arrangement continued till the year 2002, when the orders for stitching defence uniforms were discontinued by the DGOS/Army HQs. The stitching centre has been closed since then.

Stitching Centre is now getting meager/nominal orders from DG NCC and is stitching uniforms for them.

Construction Activity

The construction work of Sainik Bhawan, Chandigarh, Punjab War Museum Ludhiana,  DSOI Chandigarh, PESCO Office, Boundary Wall of  Dashmesh Public School Ferozepur & PESCO Factory  at  Dera  Bassi,  SRH,  Faridkot,  Renewal  of  SRH, Ropar,  Golf  Club, Chandigarh, Computer Centre, Sainik Bhawan, Bathinda etc. have been completed.   Recently construction of Sainik Rest House at Mukatsar  has been completed.

Capital Subsidy

A sum of  Rs. 196 Lac received from the Government was disbursed to 7806 ex-servicemen.   In addition    institution    finance    to   the   tune  of   Rs. 19.60  Crores  was  arranged to assist the  ex-servicemen in setting up self-employment ventures.

Future Plan

The  Corporation  in   the  light  of  aim  and  objects  will  continue  to  further  diversifying   its ongoing activities, namely  providing  security  to  Govt./Semi Govt.  Departments  in  the State.   The  tempo to increase the turn over, build up surplus, besides contribution towards the State ex-chequer by means of  Taxes will continue.
