BACKGROUND : Month - 12/2008
The Department of Social Security and Women & Child Development has been providing social services for the welfare of Old and Infirms, Women, Children & Disabled Persons since 1955. The following schemes are being run by this Department:-
SOCIAL SECURITY WING:

1. OLD AGE PENSION:    (STATE SCHEME)

Pension is given on monthly basis @Rs.250/-Per month per person above the age of 60 years in case of women & 65 years in case of men, is disbursed through Panchyats in rural areas and in urban areas pension is disbursed through banks. 2. FINANCIAL ASSISTANCE TO WIDOWS AND DESTITUTE WOMEN: (STATE SCHEME)

Monthly Pension @ Rs. 250/- per month to widow below the age of 60 years and unmarried destitute above 30 years is disbursed through Panchyats in rural areas and in urban areas pension is disbursed through banks. The budget, expenditure and number of beneficiaries are given below:-

5. NATIONAL OLD AGE PENSION: (CENTRLLY SPONSORED)

National Old Age Pension is provided @ Rs. 200/- p.m. w.e.f. April 2006, per person for persons above the age of 65 years in male and female case of men before April 2006, The rate of National Old Age' Pension was Rs. 75/ p.m.

6 NATIONAL FAMILY BENEFIT SCHEME: (CENTRALLY SPONORED)

Under the scheme @ Rs. 10,000/- are given to the surviving members of the family in the case of natural death & accidental death.

NOTE:

Dedicated Social Security Fund.


TO streamline the flow of funds for Financial Assistance to Old Age, Widows & Destitute Women, Dependent Children and Handicapped Persons. The Govt. of Punjab has set up a Dedicated Social Security Fund by enhancing 3% stamp duty for registration in the urban areas and also by imposing 3% extra duty on the electrical bills in the State. The Govt. is hoping to collect Rs. 360.00 Crores by adopting this measure. The Financial Assistance to the most vulnerable and weaker sections of the society would be ensured on a monthly basis on the pattern of salary to the employees. These schemes will benefit the 15 lacs beneficiaries as other state.


7. FACILITIES TO SENIOR CITIZENS: (STATE SCHEME)

The identity cards are issued by the District Social Security Officers to the persons above the age of 60 years in case of women & 65 years in the case of men and during the year of 2007-08, 64283 cards have been issued.



8 FACILITY TO NON-GOVERNMENT ORGANISATIONS: (STATE SCHEME)

The State Government is providing grant-in-aid to Non-Government Organizations working for the welfare of children, women, handicapped and weaker sections of the society.

9. SCHOLARSHIPS TO THE HANDICAPPED STUDETNS/TRAINEES:

This assistance is given to the handicapped students @ Rs. 200/- per month per student upto 8th class & Rs. 300/- per month from 9th class onwards.

10. FREE AND CONCESSIONAL TRAVEL IN THE BUSES OF PUNJAB ROADWAYS AND P.R.T.C. (STATE SCHEME)

3% posts in Govt. jobs have been reserved for the deaf & dumb, blinds and physically handicapped persons as per guidelines of “The Persons with Disabilities (Equal Opportunities, Protection of Rights & Full Participation Act, 1955)”. Besides, Blind persons have been granted free bus travel facility & orthopaedically handicapped persons have been granted facility to travel at half fare. Moreover, two front seats in buses have been reserved for Handicapped.

12. SCHOLARSHIP TP HANDICAPPED GIRLS RURAL AREAS SCHEME (PLAN)

Under this scheme In order to uplift the status of the disabled girls in the rural areas & also to make themselves reliant, incentives in the form of Attendance scholarship I to the handicapped girls students in rural area's are provided to cover the partial cost of uniform & books etc.

13. HOMES FOR MENTALLY, BLIND & PHYSICALLY HANDICAPPED: (STATE SCHEME)

Three homes namely Home for Mentally Retarded Children, Kapurthala between the age of 6 to 16 years, Govt. Institute for Blind at Jamalpur, Ludhiana & Govt. Workshop for Physically Handicapped at Shimlapuri, Ludhiana (18 to 40 years) are being run by the Department; where facility of free boarding/lodging/education & training in different trades is provided to them:

14. BRAILLE PRESS/LIBRARY FOR THE BLIND, JAMALPUR, LUDHIANA. (STATE SCHEME)


A Braille Press and Library is installed in Govt. Institution for the Blind, Jamalpur, Ludhiana for the welfare of blind student. Books in Braille script are published here and distributed free of cost to the blind student up to the age of group of 18 year.

15. VOCATIONAL REHABILITATION CENRES:

Three Vocational Rehabilitation Centres are running at Bhatinda, Hoshiarpur & Ludhiana to impart training to physically handicapped women & men in the age group of 16-40 years.

16. TEACHER TRAINING INSTITUTE FOR THE VISUALLY HANDICAPPED, LUDHIANA.(GOVT. OF INDIA SCHEME+ STATE SCHEME).


To implement the section 26 of Persons with Disabilities Act, 1995 so that special schools for visually handicapped persons and other categories should be opened to provide training to the teachers.

This training centre has been started in the year 2001 by NIVH, Dehradun in collaboration with Govt. of India in the existing building of Govt. Institute for the Blinds, Jamalpur, Ludhiana. This training programme is started to benefit the teachers who can further provide special education to the visually handicapped persons in the State. The duration of this programme is 2 years. At present, 24 trainees are getting training in the said institute.


17. REGIONAL SPINAL INJURIES CENTRE, MOHALI.
(GOVT.OF INDIA SCHEME+STATE SHARE)

A Regional Spinal Injuries Centre is       set up at Sectro, 70, S.A.S. Nagar, Mohali. Government  has alloted  5 Acres  land in Mohali and has also released  Rs.3.00 Crores for construction in the year 2003-04 of this centre. The centre has been shifted in RSIC building at Mohali w.e.f. 1.4.2006.  A provision  of  Rs.200.00 lacs has been made for the year 2008-09.  

Out of this Rs.  1.45 lacs  will be  released to PUDA / GMADA  being yearly lease rent and Rs. 1,98,55/-  lacs will be  spent on the remaining  construction works  of Regional Spinal Injuries Centre, Mohali.

18. Mahila Ashram High School at Hoshiarpur and Gandhi Vanita Ashram High School Jalandhar: (STATE SCHEME)

These schools were established in 1948. The children of the homes are educated in this school. Besides this, the children from outside are also admitted in these schools. The education is provided free of cost. There is a capacity of 1000 students in these school.

20. HOMES FOR WIDOWS & DESTITUTE WOMEN & FOR WOMEN UNDER ITP, ACT; (STATE SCHEME)

Home for Widows & Destitute Women and for Women who come under Immoral Traffic Prevention Act have been setup by this Department at Jalandhar, where free boarding/ lodging and training in stitching & embroidery is provided to them.

21. FACILITIES FOR JUVENILES under Juvenile Justice Act, 2000 (State share 50% and Centre Share 50%):

The Juvenile Justice Act, 1986 has been repealed by Juvenile Justice (Care & Protection of Children) Act, 2000. Under this Act 5 Children Homes, Gurdaspur, Bhatinda, Jalandahr, Patiala at Rajpura and Ropar, 2 Juvenile Home at Jalandhar and Hoshiarpur, 2 State After Care Homes at Ludhiana and Amritsar and 2 Special Homes at Hoshiarpur and Amritsar have been set up in the State.

22. WOMEN COMMISSION: (STATE)

B. WOMEN & CHILD DEVELOPMENT WING:-

23 INTEGRATED CHILD DEVELOPMENT SERVICES:(CENTRE SCHEME)

The Department has set-up 142 ICDS projects at block level where 14006 anganwadi Centres are providing 6 services for the all round development of children below the age of 6 years and for expectant & lactating women.

24 KANYA JAGRIT JOTI (State Sponsored Scheme)

This scheme was launched in 1996 for the girls born on or after 26.1.1996 in the families living below poverty line and whose family’s annual income is below Rs. 20,000/- The main aim of the scheme is to upgrade the Social & Educational status of the girls and to reduce school drop out among girls.

25 FACILITY OF 50% CONCESSION IN TRAVEL TO THE WOMEN:

26. BALIKA SAMRIDHI YOJNA: (CENTRLLY SPONSORED)

This scheme was launched in 1997 in the State of Punjab with the objective to uplift the SocialStatus of the Girl Child. Under this scheme girls born on or after 15.8.97 are covered.

27. KISHORI SHAKTI YOJNA (ADOLESCENT GIRLS SCHEME)
(The cost of training component of the borne by the GOI whereas, SNP is provided by the State Government)


The Government of India has approved this scheme in 47 blocks in Punjab State. Under this scheme, the adolescent girls are given knowledge of hygiene, environment, health, nutrition, family life and local trades.

30. Nutrition for Adoloscent Girls under nutritional
Programme for Adoloscent Girls (NPAG)


The scheme was launched to provide supplementary nutrition to the mal-nourished Adolescent girls, Govt of India approved the implementation of this scheme on a Pilot basis in Districts of Jalandhar and Hoshiarpur for the year 2005-2006. Under this scheme, 6 kgs of food grains is provided to the mal-nourished Adolescent girls between the age group of 11 to 19 years weighing less than 35 kg continuously for three months. The foodgrains are to be distributed through the Public Distribution System (PDS).

32. Mahila Jagriti Yojana (State Funded)

To empower women, uplift the social status of women and make them economically independent mahila Jagriti Yojana was launched on 8th march, 1999 (on International Women Day) by this department. The main objectives of the scheme are to strengthen women economically and socially. The main objective of this scheme is to uplift the social and economic status of women, to give awareness about the schemes implemented by the different departments for the welfare and development of women and to help them to increase their family income through economic generating activities. Under this scheme, self-help groups of women have been formed. so that they can solve their problems. under the scheme Self-Help Groups of women have been formed, which are involved in income generating activity. Under the scheme 5245 groups have been formed.
